I am not able to peg down my strawberry runners, what is the best way of transplanting these.

Fill small pots with compost and peg the nodes (ie the bits with leaves) of the runners down into the pots.  Leave the runners attached to the mother plant until they have rooted well into the small pots (you should see roots coming through the holes at the bottom.)

I am unable to use that method as my strawberry pants are in a tower and do not reach the ground, I was wondering if I can cut the runners off and then plant them in Pots?

That won't normally work MadBartman - runners will die if detached from the mother plant before they have developed their own roots.  Is there any way you could build something to raise small pots up to the same level as the plants?  Even using duct tape to attach the pots to the side of the tower might work.

You could try sandwich bags with soil in then, attach the runners to the top of the bag and seal them with elastic bands.

Or stack bricks and put the pot with soil in on top and peg the plants down in the pot.

Pretty sure they need to be attached to the mother plant until they have rooted, they seem to drink quite a lot of water and I don't think they would last out long enough to root. Once they have rooted they seem pretty tolerant of being potted and moved around.

If you cut a couple off, the mother plant will put out some new ones so you could try a couple and see if it works without risking losing the whole lot.
