Achillea Moonshine

I have an Achillea Moonshine which is about five feet tall, and the yellow flowers are now starting to turn brown. What's the appropriate method of preparing the plant for winter and the new season? Should I be looking at cutting it right down to ground level?

We would cut them down to two inches for the winter at the Botanic Garden, then give a good mulch round the base of the plant - if I remember rightly with well rotted leaf mould.
Having done a bit of research I think its actually Achillea Gold Plate, which according to my garden book does grow to five feetish, as opposed to the Moonshine which is more like 24 inches. So don't worry Pansy, my feeding regime really ain't that spectacular.
Down to the base it is, then. Now, or end of the month? Flowers are still there but brown at the edges.
