You can put blood fish and bone on now at 70g per sq metre then fork or rake it in,if the soil is dry give the area a good watering then you can sow your seeds are plant. as far as I know you it is safe for all plants and seed providing you don't get it on leaves and shoots of plants. I all so use chicken pellet manure and liquid sea weed.
