Can anyone tell me what this plant is. It's leaves are quite tough and smell like eau de cologne.

I agree with Nutcutlet. That is NOT eau de cologne mint.
or any other sort of mint.
I think it might be one of the melittis that's been selected, bred up a bit and given a cultivar name. the flowers look over-large for the wild one

It looks very mint like to me , the leaves I mean , but the flowers are not
Mint flowers in distinctive spikes. I do not know this new melittis, but I do know the flowers are wrong for Mentha sp.
tbh I wouldn't have IDd that as mint even before the flowers. But I don't think I could have said what it was.
