It's a dracaena (dragon plant.)  As the leaves have a bit of red in them (at the edges), it's almost certainly Dracaena marginata.  Some tips on caring for them as houseplants here:

They're very hardy. Had one in our loo at work for years no one ever watered it.  It took years for it to die. Shame really.

Mine got really leggy like yours and I cut the top off. I then cut the stem into sections about 10cm long - keeping them the right way up and put them into a cup of water. They all rooted and I was able to pot them up and then they started to sprout at the top. Theparent plant was fed and it too sprouted again. Very satisfying and successful!
