I think they are best put in water on the windowsill later in the year, try September. I usually do 200 or so, all take well but not in the hot weather.

I must admit my succeses are all from cuttings taken in April, just as the plants start back into growth again - once they are are growing strongly and thinking about flowering it is too late - in my experience anyhow. The early ones I just poke into the pots around the parent plants and there's no stopping them.
I am certainly very grateful for the advice you all have given. I will make sure I attempt all of them. I will have plenty of fuchsias but they are lovely.
