Training rose

I have a new rose (last year) and have not training a climbing one before, reading it says to train horizontal for flowers .. The are a few stems but only 2ft yet and one thick long stem , do I just bend it across pergola trellis so far then let it go up , or keep it all horizontal ??? Not sure what it means ...

     This is my Rambling rose it flowers once a year can never remember if it's rambler or climber,  anyway,  what I did was train the leaders (the main stem) straight up then when they got to the top of the fence gently turned them to go horizontal,  works for me and as you see it fills the fence which is 6 ft high.
