drought or poison

I have a young ash tree, more like a stem with leaves on whose leaves have gone brown, crispy and curled. the others in my garden are fine and healthy, but this one my neighbour has a grievance about as it sticks 12 inches higher than his fence. If it is drought why haven't the others around my garden done the same ! I cut it down every year as I don't want it to grow large like my other ash tree.
