Does anyone know how to make a cheap Cloche using Fleece, I think Geff Hamilton made one years ago on Gardeners World but forgot how/ what he used.

Wire coat hangars bent into the shape you want, or any other type of wire, depending how big the plants are that you want to protect.  Alternatively use twigs or prunings and drape the fleece over those - they won't be needed much longer now this year.

You could try to locate a certain well known UK retailer that sells things for a £1 across the Land.

They sell a very serviceable Cloche for £1 and Fleece sheets for £1 too. We bought some for the allotment  and as they are so cheap I don't mind if they just last one season.

I had some old hanging basket frames that I got in a car boot sale, and last year I covered them with fleece or with that thin polystyrene sheeting they use in packaging, using a stapler. In fact I am going to reassemble them soon, to put over my courgettes and cues when they go out.

Thanks for the suggestions will give them a try.
