strim it (don't bother raking it) and cover it with double layer of cardboard and manure (fresh will be fine) then in the spring top dress with compost and plant straight into that.

Three years ago I was given the opportunity to take on some ground next to my allotment, which had been offered many times to potential lottie mates however the ground was weed and grass abound where no veg had been grown for at least five years.
I took this on and decided after a bit research to skim the turfs approx 3 inched thick off the top and build some raised beds three number. Having chosen this I thought after two years I would return the stacks to the ground however I choose to use these as raised beds and the crops planted have returned an amazing return.
Pleanty of manure and compost courgettes of many varieties, pumpkins and trailing cucumbers abundant.
not decided if I will break these up as they are great for planting and create some heat

you may decide to do other but just some feedback from when I started and the positive return

It's not so much a question of what but when. It's no use doing anything now except maybe raking/ ripping out the dead grass. The soil will be full of weed seeds which will sprout in spring. Leave it until there are tears in your eyes, April in most areas, then Glyphosate. Works in 10 days, no toxic residue and then dig over and plant up in late spring. Nothing else will really work in an area as bad as this. Good luck. Ian. PS: You'll probably have to repeat the process next year.
