No flowers ?

Hello everybody !

Could you help pls ? 

I planted a FILIPES  KIFTSGATE about 3 yrs ago for a client ..It was intended to grow around a tubular Laurel (about 3 mts in diameter) .... All seems healthy except , still no flowers !??.

I (& the Rose)    Live in the Limousin region of France. 

I would appreciate any tips or advice as this was supposed to impress !?

P.S.....The soil is generally  on the acidic side .....And planted outside of the Laurel  leaf line .. To grow towards East/south & West ..
