I have a very nice Hebe,  which is about 5 years old.   Every winter it suffers badly from frost / snow  etc.  despite being covered with fleece.   The Hebe takes the next 12 weeks to recover !

Is there a better way iof protecting it over winter ?

Hiya chris

Do you know the variety?  Is it a dwarf type?  If so ??ou could place a sheet of plastic or glass suspended over 4 short canes over it.  Take cuttings now too.  Fleece is good but it can amd does trap moisture.  Its the cold and wet that hebes don't like.  You could drape fleece over the glass and pin edges into the soil

I could put a bit of clear plastic over it ... I have some of that !

The Hebe is a big one,  although with the damage caused by last winter I've had to cut it back hard.
