Removing Lower Branches

I have a ten year old Monkey Puzzle Tree, it is ok but its lower branches are laying on the ground and stop us getting to that part of the flower bed. Can I just cut them off? and when should I do it etc

Yep no problem. In fact it's good idea....bit spikes aren't they? Do it now.
