I have been growing 2 of these from seed but they are both very leggy... and 2nd leaves are just beginning to show on the top of a 7 to 9 cm stem.  Should I pinch them back or wait til there are more leaves?

The stem length is normal for Ricinus. You dont need to do anything. Ricinus do not need their tips pinched out. Dont forget that they are very tender and should not be planted out until the end of May.

When you pot them on you can bury the stem upto the first seed leaves which will get rid of some of the legginess

You are a little early. I sow in mid April and the extra light and (normally) heat brings them on. Place them on your sunniest windowsill. Sowing too early can mean you have 3ft plants by end May...

Thank you, I only sowed 3 of the seeds from the packet as I was hedhing my bets so to speak.. so if these ones drop on me I'll wait till May to sow again.  I've put them on my south facing sunniest window and brought them off it when it gets dark so they are still in warmth.

You should have all 3 till the first frosts late this year! They are hardier than people say and can grow to 7ft in good weather here in the UK.
