I have a climbing rose which I lightly pruned last year, not sure how old it is maybe 10 years or so but this year it has only two small new shoots on it but no buds or flowers and really doesn't look very lively

my phlox planted 3 years ago only flowered this year for the first time at the end of oct with very small flowers anyone know why
