When you had sowed the seed, where did you keep the tray? I'm thinking low temperatures or varying temperatures might have caused your problems. A constant 16 - 18 degrees C up to 30 days might be required to get them started.

I start mine off in a heated windowsill propagator (in about Feb) and normally find they do well.  When you do get seedlings they are quite robust and easy to handle, unlike some, where you get a forest of tiny ones to deal with.

Annual or perennial Rudbeckias? I've had no joy with the latter.
