There is a strang thing growing on two of my rose bushes. It starts off small and bright red then as it grows it turns green and looks like the case of a chestnut the largest on is as big as pingpong ball

Methinks tis a Robin's pincushion. A little gall caused by a little wasp. No harm to anyone or anything.

Alan are you from Derbyshire?

Take a look online at a Robin's Pincushion gall. Pretty sure it's that.
