my were eaten by weevils ,a spray I am afraid as well it might be the dreaded sawfly or it might be just hoover bees,depending on the time of year and nibbling as those pesky small snails will have ago .

Viburnam beetle and larvae shreds the leaves like Snails do. If it is wedges cut out of the sides of the leaves then it may be Vine Weevil.

I tried various methods on my virburnum . It was completely eaten and looked really unslightly so bit the bullet and dug it out.  Put an acer Golden Dream in it's place as someone said I may have the same problem if I planted another virburnum. Think mine was Eve Price.

I've had beetle attack on my Eve Price for several yrs now. Am lucky in that the shrub is not next to a path/window, so I can chose to ignore the damage.

Luckily some yrs are worse than others. I read somewhere that new foliage, such as post pruning is more suceptible to attack. J.
