War on chicory

In one section of my perennial and shrub border chicory has taken over. It is in amongst Hostas, peonies, zebra grass and shrubs. Over the years I have dug it out or killed it with carefully applied Roundup or SBK. This year it is rampaging down the border worse than ever. The white roots are difficult to untangle from everything else. Drastic action would be to get the "man who helps" to dig out the entire section, including the stone retaining wall. 

Any suggestions?
