Willow Tree in need of a haircut.

• Can anyone help or advise me please.  I have a Willow Tree in the front flower bed and the street sign, it's between 5ft and 6ft tall, it leaves are bottle green, it's also got beautiful yellow flowers in summer, it's got lycon growing all over the trunk and it's got dead branches at interviles. It leaves and flowers come out fine, I think it needs a tidy up.  
• But I don't want to kill it.
•  When should I prune it? 
• How hard can I cut it back, hard or light?
• Will it hurt it to cut it back?

Prune in Feb or March and you can cut it really hard back to as low as you want it will grow back.
