THIS YEAR I EXPERIMENTED WITH A SINGLE WASHABLE ELECTRIC BLANKET 5-10 WATTS IN MY COLD GREEN HOUSE . IT TAKES AT LEAST 6 SEED TRAYS AND IS PERFECTLY SAFE TO OPERATE PROVIDING THE ELEMENTS ARE NOT SOAKED.... WELL WORTH A TRY... I CHECKED WITH THE SELLERS

Do you insulate it in some way so that the heat doesn't just sink into the benching? I'm thinking perhaps an inch or two of carpet underlay.
Now these have to be built in such a way that should you dear grandmother spill her tea / bladder in bed she's not going to get the shock of her life so I am not too worried about the electrocution side of things although repeated soakings would concern me a little. Do you lay a thin plastic sheeting over the top to avoid any over flow that might affect the electrics / make the blanket go horribly mouldy and nasty (though at least you can pop them in the washing machine) and no use for next year?
