Hi I am looking for carpet plants for my border (east facing) I have in my head to plant neat blue and white plants that will spread nicely around the larger plant (to help with the weeding too). It would be perfect if they flower long into early autumn. Is this something that I can achieve?

Well, geraniums spring to mind.  Plenty of good blue varieties ....rozanne flowers forever esp if cut back in. I'd summer.  

For spring flowering...I know you asked about summer flowers....brunnera hadspen cream has delightful forget me not blue flowers on variegated folliage.

Campanulas would do well there too....birch hybrid has velvety purple blue flowers all summer.  Campanula dicksons gold is mound forming, yellow evergreen foliage and blue flowers that will repeat if cut back.

Vincas too....variegated available and evergreen....in dark and light blues and in whites.
