My son wants to fix trellis panels to make his fence taller and wants to put a climber on it to hide the neighbouring building. So something evergreen would be best. He suggested Russian Vine for quick cover but I told him to beware of this as it will take over the rest o the garden. Has anyone any suggestions please?

Can you give us a little more info ddoris - aspect, height of the building, what other planting he has and how much room round about the fence etc?
The quickest would be ivy - but that can be a bit invasive if you don't have the room, and it gets heavy so not so handy if the fence is a bit wobbly! There's also an evergreen clematis - Armandii, but that gets big too.
I live in west central Scotland - not where that photo is...
