I can't seem to be able to get watering right. I never know if I am over or under watering. If some of my plants are going yellow at the bottom is this over watering? also, my petunias are budding, but going dry and not opening up, another sign of over watering? if this is the case when and how should I water ?

I think it's fair to say that everybody's plants are stressed and not at their best at the moment. Most plants like the earth to be moist but not wet. If you touch the soil and a few crumbs stick to your fingers you have it about right.

When the weather returns to normal I think you will find tha your plants turn out to be OK.
