When is the best time to prune this plant? Mine is about 15 years old, has lots of stalks but few flowers. It is long overdue a haircut. Any advice would be welcome.

Prune immediately after flowering.  As hard as you like too. No need to look for buds, etc.  I usually do mine with shears cutting back all the lomg shoots.

It will flower on wood made this year so next wimter/spring will.produce flowers.

I would add some potash too or in spring.

I hack away at mine in early summer; did it really hard last time and have been rewarded with more flowers than ever before.
