Planting out Garlic

I planted garlic in a mini plastic 'greenhouse' last autumn and they are now about 6 inches high.  At which point should I plant them in the ground?

Rhubarb

A couple of years ago my neighbour gave me a crown of his rhubarb, and this year I am looking forward to picking it.  It has been covered up all winter, and now has plenty of young, pink stems.  Do I keep it covered, while picking it, or should it now be open in order to firm up?

Mottling on Japanese Azalea leaves

Although there are some nice buds forming, the leaves of my Azalea have brown stains and a lot of yellowy leaves.  Is it O.K.?  I would also like to move it, can I do it now, or must I leave it until it has flowered?

Do I have to buy 'cuttings compost' or can I make my own?  Plannng to take some hardwood cuttings, dogwood etc.

potatoes-in-sacks

I have grown new potatoes in sacks.  I still have some I don't need at the moment, but I notice the leaves have nearly all been eaten.  Should I lift them, or are they better left in their bags?

No flowers on my potatoes?

My new potatoes have been in their sacks for at least 3 months now.  Lots of TLC with water and feed, so where are the flowers?  I understand I have to wait for them before I start digging.  Did empty out one sack a couple of weeks ago, plenty of potatoes, but small

My neighbour has a drift of pretty yellow flowers that look like a cross between day lilies and aquilegia, they're about 18" high.  Any idea what they might be please?

Thank you so much everyone.  They're already in my mini greenhouse open to the elements so they should be brave enough now.  I thought they were annuals, so thanks for the advice re wintering
