Pruning

Lavatera grow extremely quickly. The best time for me is to prune early to mid spring. Sometimes in October after flowering.

Have you considered boxwood shrubs?

A Green Velvet Boxwood grows about 4-6 feet upon maturity and also fast growing. Best for growing zones 5-8. Since the mature width is 3-5 feet, I don't think the roots can reach and damage the pipes. But i'm not sure though. It's just my guess. I never heard anyone having problems with pipes when it comes to shrubs.

I agree with waterbutts. Those are scale insects. 

It will kill the tree if it is heavily infestated. Get rid of them ASAP.

Can you post some link of the pictures instead? So we can properly identify what it is. Where did you saw the white spots? Is it on the leaves?

Buying Garden Land

I've never tried buying or selling. I want to know more about this also. Our garden land is just on our backyard.

That tree is almost dead. Chop it down and replace it with other trees. Leyland Cypress has good tolerance to drought. It should live during summer with minimal watering.
