Hibiscus leaves have white patches...is this a problem?

I have one of these growing in a pot (white flowers that look like crushed tissues).  It does this every year, I don't know why, I take it as a sign that it probably needs feeding.  The leaves always start quite yellow and get darker green as the season progresses.

I would definitely move that one though as it is far too close to the wall.  They don't mind a good prune either, and always look much better flower wise after a good prune.

I seem to be losing loads of my seemly healthy plants to this pest.  The tips of the plant stems seem to have been pulled together and just being eaten away from the inside.  If I examine the plant tip out rushes a very hasty green caterpillar/maggot and it just drops off, but what is this?  It has already killed off half a dozen fuchsias and is also attacking just about every healthy growing soft plant tip in the garden.  It moves extremely quickly - as soon as you disturb the plant you see it whizz out and drop down.  Thankfully it has left begonias and geraniums alone.  Maybe because the leaves are too strong.

My honeysuckles have totally taken over the garden. A 3 year old white evergreen (planted in a very cool corner between shed and fence) is now more than 20 feet high climbing through a tree and what was a sprinkling of honeysuckle along a 3ft chain link fence (for the last 14 years) is this year a 7 ft high 3ft deep hedge between us and our neighbours.
The garden feels much smaller now, tho my husband says it hasn't had the same effect on the lawn - that is still just as big!!
The perfume in the evening is just heavenly.
