The only reason I can think of is the weather we've had. It has upset a lot of plants this year. There have been quite a few threads about different plants/trees not fruiting this year - such a shame.Next year ....hopefully!

Are you sure it is borage and not alknet? Borage is not difficult to get rid of but alknet definitely is!

You can move them now or in the spring. If you move them now they will have a good chance to settle in while the soil is still warm. Youu can cut them back a bit now and then hard back in the spring.
I agree with all of above. I would also put some broken up pieces of polystrene in the base to help with drainage( on top of the liner) and keep down the weight - be sure where you want to put these barrels as they are going to be heavy and difficult to move later. What are you thinking of putting in these planters - seasonal/permanent planting as that might influence the type of compost you use.
Overpostitis - never heard of it! If you've got the time, inclination, knowledge, interest, do it - it's up to everyone else if they read it!!
