Leaning hedge

What kind of hedge is it? Is it leaning in order to get light? What height is the hedge? Is it top heavy....is it leaning because the top is wider and more heavy than the base of th hedge?

Looks to be a tree sucker to me too. Any big trees in next door's or even a couple of doors down. The white poplar, next door but one to me, pops up suckers all over my lawn.

I have noticed in the last couple of weeks dieback has become much more significant. Wondering if I should cut out affected branches to stop it spreading. Any thoughts?
