Yep, Valerian, Centranthus ruber, I think.   Spreads mostly by seed, so try to get all the flowers off before it sets seed.   Not too difficult to control  i don't think - just keep at it!

Are you sure they're wooly aphids ?   Normally you'd find them on the undersides of leaves rather than on branches / new growth.  

Why are you worried about a systemic insecticide affecting the fruit?   Are you planning on making crab apple jelly?   If so, I would not use a systemic - I wouldn't want insecticide in anything i was planning to eat.

I've used SB Plant Invigorator on wooly aphid recently (if that is what you've got) - spray thoroughly every few days for a week, then weekly for a few more weeks until they're all dead.

You might want to take it back to the nursery if it's that new, and ask for a refund - I imagine it wasn't cheap, and it probably isn't your fault.

Or it could be dead - container grown evergreen trees are very difficult to overwinter succesfully.   If their root balls freeze for an extended period the roots die, but this only becomes apparent when they try to grow in the following spring and realise they don't have the roots to support their leaves, which all brown and drop.

If you purchased the tree this year, this is possible.   Especially with Q. ilex, most of which originate in Holland or Italy, both of whom have just had severe winters.

Perennials not growing

If they're not growing by now, they're dead!   Difficult to say why - could be winter mortality, or pests, but either way, it's time to buy some replacements.

Echinacea are notoriously fickle as far as being "hardy" is concerned, so if you're looking for longevity, try somerthing else!
