Chrysanthemum rust is caused by Puccinia horiana while garlic rust is caused by Puccinia allii (syn. Puccinia porri). Therefore they will not attack other plants outside their preferred species
You probably need to protect them from slugs and snails as these will have caused the initial damage, the woodlice will have only moved in afterwards.

It's a dahlia, they originate from Mexico and aren't hardy in the UK. They are usually dug up after the first frost has blackened the stems, you can store the tubers somewhere frost free over winter. They won't need light. https://www.rhs.org.uk/advice/profile?PID=592
Remember that alliums have a lot of foliage which looks untidy after flowering, some people try to hide them behind other plants to hide this

It could be that they have been stored somewhere cool prior to shipping to force dormancy on it.
