Infill for raised beds

It's worth giving your local council a try, many sell bags of soil conditioner/ compost made from recyled waste and it's cheaper than the garden centre. some may sell in bulk, it worth enquiring.

Depends how old and neglected these canes are, if 10 + years they are probably past their best.  it might be best to start fresh with clean soil and new plants  there are some good thornless varieties, which make picking less painful!

Growing seeds

A warm windowsill is all you need for growing many seeds,both annuals and perennial flowers can be grown successfully. Dont waste money on fancy trays and pots recycle! The clear plastic supermarket meat trays make great covers for seed trays, use loo roll inners filled with compost are brill for peas, beans and sweet peas etc and plant them tube and all. Dont start too early March is soon enough, if not you will run out of space if you haven't got a green house to move them on too. (experience speaking here!) Many seeds can be sown directly outside, in April/May once soil is warmer. Marigolds, Poppies, cosmos and erigeron so many too choose from, and if left will self seed for following years. Happy gardening

Non-flowering dianthus

Try putting compost in between the plant, to cover up the base of the shoots, leave till late spring and with luck these outer pieces will have developed roots of their own and you will be able to separate them and pot up in a sandy mix.
