It is too cold to be planting out runner beans-especially in Monmouthshire-but it is still slugs/snails-what makes you think it isn't-it nearly always is
Hardy fuschias are cut down to the ground in the Spring-so as has been said -do that
Not ideal-perhaps best bet is not to plant but leave in pots in a cold frame or sheltered spot to harden off and plant in 10 days or so
You will know better for next year

Slug killer-blue pellets,wildlife friendly pellets, nematodes,go out at night and capture them,salt on them-loads of solutions-depends on what you want to use
Am no expert -but sometimes people take pictures on phones or i-pads- and the quality isn't always great and even get posted sideways-it doesn't help
One from a camera seems better.
Bit early to be planted outside to me-you dont give a location on your profile-but even so-probably too much of a shock
Well it is just another plant-but it is only a weed if you dont want it-hard to say from the picture
