Is it finally OK to start any vegs outside???

Potatoes - no flowers at the top of my earlies yet (Pentlands) although they are the size of beanstalks!! (Can't even see if Jack is at the top) - seriously should I start to dig around yet to see if anything growing underneath - last year they were brilliant and had flowers and that was the signal..... help

still haven't done them - weather is so unpredictable - also thought I would plant potatoes and carrots this weekend but is it too cold???  The carrots have been started in the house and are a couple of inches high!!!

In this lovely South East sunshine should I prune my hydrangeas yet.  I am normally wary of doing them too soon in case of frost but they are lfull of new shoots and the dead bits from last year are falling off!!!  Comments/advice please
