Are you saying the seedlings are not developing in the correct way ? could they not be a problem with the seeds genetics - are they F1's.

Both look like they've been planted in a desert breathing nothing but car fumes. Surely not the best environment for starters. First one looks like a gonna.
If you live in the UK, you could be waiting a jolly long time for a compost bin to heat up...and besides, most bins are just too small and skinny to generate an internal heat.
I may put the odd annual weed in the compost but never a perennial.
Being in a pot won't be doing it any good. These type of trees need lots of nutrients and water.
I am sure you'd be able to get these from a dedicated fancy garden centres/nursery in your local area, a lot cheaper.
It will absorb the wee, but it will eventually leak back onto the concrete through gaps/cracks when it rains, because of the physical barrier of the concrete. Therefore, defeating the purpose for which it was created for. You'll still end up with the brush in your hand.

OMG...
...your first image of the garden was fantastic. Just needed a prune and a bit of a tidying, I'd have possibly replaced some of the shrubs with other plants and twicked the design of the garden overtime - to put my stamp on it.
Is there any reason why your dogs need grass ?
I've a concrete backyard filled with pots for my flowers - looks lovely in the summer when everythings in bloom.
Once it's removed, what are your plans for the area ?
Me personally, wouldn't even remove it. Rather, I'd deck over the top of it - probably cheaper and a lot easier. Or, cement some nice slabs/stones...
