potato flies

You are earthing up..aren't you ? Potatoes grow up not down.

I've worked in a chippy and you only get flies around potatoes when there are starting to go off or rot. No need to spray potatoes with anything, well I never have.

I keep potatoes moist.

When buying membrane, buy the quality stuff. Not that cheap rubbish from pound shops, wilkos etc that only lasts a year. I've had mine 5yrs now and it's still perfect; with only the odd weed pushing through.

It's pricey.....but worth every penny.

Things like - lack of water, located in a windy icy place, scorching sun, frost pocket can cause this to happen.

Ivy can damage brickwork and leave unsightly marks when removed. I'd keep it in check.

The white powdery substance you mention on the leaves is probably white powdery mildrew.

You can, but the leaves will probably turn purple/red then die. Best to sow thinly or in paper tubes, not toilet rolls though because they don't break down and can turn fungal or slimy - put me right off when it came time to eat them. 

If direct sowing, I find that by putting a clear flattened out bag over the top aids germination - keeps the moisture better.  Same with parsnips.
