Doesnt look too bad, I would say to pot it on now burying past that leaf

I move things around often, as I always have too many plants. 99% of plants forgive me for this

Moving Hibiscus

You can move it now whilst it is dormant, usually comes into leaf in Late April/Early May.

I have the same problem with flowering, Had it a few years and its a large bush about 5 feet in height which has never flowered.

Fingers crossed that this year it will. Its in an extremely Sunny spot so there isn't any reason it shouldn't.

Thalia, always flower reliably at this time of year, multi-headed too with 1-3 flowers on each

Tubers should be firm and hard. Growth will start showing this month onwards

Cut out any obvious dead wood and last years dry flower heads to just above new leaves.

You could cut down to the base but you would lose the flowers for this year.
