If it was me, I'd confront the owner myself, ask him why he's neglecting his chickens and tell him politely that if doesn't do something about it, I would report it. He may never speak to you again, but what the heck, it's the result that counts.

It could also be Helianthus tuberosus, in which case the tubers are edible. They also spread quite a bit, so need to be given quite a bit of room.

How about Thuja Smaragd, Gizmo? Pretty formal and only needs the tops cut off when it has reached the desired height.
