Garden tools for pruning and cutting
://www.niwaki.com/ it may have been the Tobisho secateurs that you mentioned.  The Japanese really know how to make amazing gardening tools!  I've got some of the Okatsune snips for taking cutting and they are great.  www.alisonpike.com/blog/ Most professional gardeners by tammyJ

Pruning
My upstairs neighbours idea of a perfect garden is the slabbed over back garden and circular clothes drier. There is nothing planted in her part of the garden. Today she tidied up a year and a half's worth of debris and contrary to my request cut by hjalondon
