Advice for a novice
for most things to start permanent planting.  Bulbs for spring need to start being planted end of August into September for daffodils, much later for tulips, violas are good now and may flower all winter depenedent upon the weather.   Evergreens by Stewart Forward

How to remove grass from established border
to be effective. Best to use it after bulbs have died down in spring but, again, I would dig over at that time. Lift the bulbs when flowering is over, clean soil and replant I suspected that would be the case, unfortunatly for me there is about 100 sq. metres by Briggsy

Tulips
don't know why the Tulips you buy don't flower, because a bulb is pretty much guaranteed to flower in its first year. All the work has been done for you, provided the supplier is decent. After flowering, the bulb needs six weeks of food and water by danny250582
