Strange thin worms? Help

I recently noticed very strange worms outside on my plants and pots no wider than a hair (1mm x 15cm), white, on the sides of plants and pots with one end sort of wiggling in the air. Never seen them before. Does anyone know what they are and whether they are a bad thing?
