what is this white spittal forming on my lavender and climbing roses,should I leave alone or remove.Is it aphid larve.HELP.

It's called cuckoo spit, but has nothing to do with cuckoos - and it's a protective house for some sort of larva; I don't know if they're especially destructive but you can easily rinse them off the plant with a hose.  You will know when you have aphids, trust me!

If in small numbers don't worry about it.  It's a little bug called a frog hopper sucks the sap of plants.  You can hose off or rub your finger and thumb in the "spit" and squash the tiny bug.  Bit unsightly I guess too
