..looks very much like mine, Epimedium 'Frohnleiten'...  it's best to cut the leaves off just before it flowers... I've already done mine... bit early... but if you do this you need to take care you don't cut off the emerging flowers.

Yes, looks like Epimedium to me - a great evergreen, ground cover plant.  I've just cut mine back.
