Can I lawfully remove invasive roots coming from my neighbours garden, as long as it does not kill the actual plant they come from?

Yes, So long as it is not a tree with a preservation order on it.

We've done it and next doors leyllandi are still growing strong
Chop away, right back to the boundary line.
and when you've chopped away inject some root killer into the exposed ends
In the sticks near Peterborough
You can cut to the boundary line. You do not have to consider whether it kills the tree or not. If it does, tough!
